Article 7, §113 of the Agriculture and Markets Law (AML) states that each municipality and city, and each village in which dog licenses are issued, shall appoint, and any other village and any county may appoint, one or more dog control officers (DCO’s) for the purpose of assisting, within the appointing municipality, with the control of dogs and the enforcement of Article 7. Municipalities may also appoint one or more dog control officers mutually with one or more other municipalities. Or, they may appoint local police for dog control.
SEIZURE OF DOGS Below is a list of reasons to seize a dog per Article 7, §117. Any DCO, peace officer, acting pursuant to special duties, or police officer in the employ of or under contract to a municipality shall seize:

NOTICE TO DOG OWNERS IN THE TOWN OF CLIFTON:
It has come to my attention that some dog owners are not aware of the NYS Ag and Markets laws regarding ownership and licensing of any and all dogs you own. According to my rabies clinic records this past June there are several unlicensed dogs in our town who have been vaccinated against rabies but not licensed. If you recently moved to a different township it is your responsibility to re-register in your new township.
Under Article 7 § 118 of the NYS AG & Markets Law you are required by the State of New York to license your dog(s) with the Town Clerk of the town you reside in according to Town Local Law #2-2010 and that the dog(s) has a current rabies vaccination. The purpose of Article 7 and the Local Law is to provide for the licensing and identification of dogs, the control and protection of the dog population and the protection of persons, property, domestic animals and deer from dog attack and damage. The responsibility is on the owner and if not in compliance the Town Dog Control Officer is required to give notice and warning to owners and if not acted upon by the owner this will result in receipt of a ticket and answerable in Town Court. Owner will be responsible for any and all fines incurred as a result and will be required to comply with NYS Ag & Markets Law and Town Law and get the animal vaccinated and licensed immediately. The fees for licensing dogs in the Town of Clifton are: Spayed/Neutered $5.50, Unaltered $13.50.
If you own/harbor a dog(s) of 4 months of age or older please take it upon yourself to get them vaccinated against rabies and licensed now. It’s the Law!! Given the occurrences of rabid animals on the increase we need to be responsible owners to protect our pets, children and the general public from harm. In order to license your dog I need to have provided a current rabies certificate, if altered a certificate of spay/neuter from your vet, and the name, breed, color, gender and date of birth.
In addition I would like to mention that if your dog is deceased, moved to another township, or been given away you notify me at the office (315) 848-2915 and return the license tag so that I can make the necessary changes to my records and prevent unnecessary reminders being sent to you.

- Any dog which poses an immediate threat to public safety, 117.1d,3
- Promptly upon seizure the DCO shall immediately commence a dangerous dog proceeding;
- Any dog in violation of any local law or ordinance relating to the control of dogs.

- Responds to dog complaints
- Impounds strays and/or unlicensed dogs
- Issues tickets for dogs running at large
- Issues tickets for unlicensed dogs
- Enforces quarantine laws applicable to dog
- Investigates animal cruelty/mistreatment cases and reports to law enforcement
- Protect the health, safety and well-being of persons in dealing with dogs
- Advises the town board on required contract with shelter for seized dogs
- Assists with dog census in obtaining physical count of all dogs in the town
- Keeps accurate records of dogs impounded, sold, or destroyed.
